SIPA has being undertaken the English conducted graduate program of “Contemporary International Relations Studies” since 2006 which was designed to train high-level talents with globe vision and understanding of modern China. By 2014 there are more than 200 students from 42 countries graduated from this program and many of them have achieved important positions in diplomacy, education and culture sectors in their countries.

The School of International and Public Affairs
People around world are getting closer in time and space with much intensified interactions along with the ongoing development of economic globalization and information society. Public diplomacy and cultural exchanges are playing an increasingly significant role in promoting understandings between ethnic groups, cultures, religions and nations, and help improve the international image of a country. The world is entering the Era of Public Diplomacy. On one hand, as a necessary supplement to governmental diplomacy, public diplomacy has been drawing significant attention by countries worldwide and become an integrated part of the overall diplomacy of certain countries; on the other hand, the governments are also actively engaging non-governmental diplomacy to promote the understanding of other people to know the home country.
The Era of Public Diplomacy calls for new type of talents who are versed in communication and dialogue, and have good knowledge of the world economy, politics and cultural plurality. As an answer to this calling and to promote public diplomacy and cultural exchanges, Jilin University has set up the School of International and Public Affairs (SIPA) which is the first school oriented in public diplomacy studies among Chinese universities. In 2014 SIPA participated as a founding member in the establishment of “Collaborative Innovation Center of the Theory and Practices of China’s Diplomacy” initiated by China Foreign Affairs University.
The School of International and Public Affairs has being undertaken the English conducted graduate program on 'Contemporary International Relations Studies' since 2006, and has constructed a faculty team pivoted in International Relations while specialized in Law, Economics, Journalism, History and Cross-Cultural Communication, etc. The Dean of SIPA is Prof. Debin Liu, and the Vice-President of China National Association for International Studies. As well, SIPA also includes Barry Buzan who is member of British Academy of Science and a former professor of London School of Economics, Brantly Womack who is the Friendship Award recipient and professor of government and diplomacy in the University of Virginia, etc. as Honorary or Guest Professors.
SIPA combines the training of Chinese students and International students together and adopted English as the working language for main courses. The purpose is to lay out a multiethnic-multicultural platform, promote research in public diplomacy, China studies and international relations, and cultivate a new generation of herald of civility and specialist in communication.
SIPA regularly organizes an international workshop on IR theory and current international issues every year and the annual graduate workshop on East Asia from which some ‘2+2’ and ‘3+1’ joint education programs has been launched with multiple overseas universities. It provides students with at least one year of overseas study experience which benefit their visions and future.
SIPA will steadily uphold the educational ideal of internationalization, inclusiveness, innovation and practice, and will put greater endeavor for the development of public diplomacy disciplines in China.

This form is printed by the Chinese quarantine authority and must be completed in English. The applicant should complete each item of the examination in strict accordance with the requirements of the examination form. Incomplete records or those without a photograph of the applicants, without the signature of a doctor, or the official stamp of the hospital are invalid, and the examination results are valid for six months.
5. Applicants who have given up their original Chinese citizenship and joined foreign citizenship and both or one of whose parents have Chinese citizenship should submit
(1) proof of having joined foreign nationality for at least four years;

Which should include the aim and requirements of studying in China, an evaluation of the applicant’s overall ability and potential. The reference letters should be written in Chinese or English, with the professor’s signature and contact information.
Tips:
For applicants who are in China: If you are an employee, you still need to provide employment separation certificate and your current residence permit.
